I don't feel like you must hold a position in the parliament to have a voice/change the server. I just feel like you can bring a lot more, especially with motions.

Your answer does not seem to explain why you feel you must hold a position in parliament to post your motions you have in mind (make a fancy-fied suggestion)

Obviously you can suggest motions to MP'S and staff members if you aren't in the parliament. I feel that if I hold a position in parliament I will be able to interact with the other members and get their input.
