The people who were elected for Parliament were elected by the people of Businesscraft. Therefore it is up to them if they want your opinions to affect their motions. If you feel cheated by this then you don't have to vote for them next election.
Selling remedies is already illegal. As for treating patients outside of the hospital, it is a rule but it isn't enforced much. I think a punishment should be applied to these for it to be improved. Possibly steps that could lead up to being fired from the DoH if too many rules are broken.

With the company plugin your employees get paid every 15 minutes and with the minimum wage as 1 krunas per minute that would be 15 krunas per 15 minutes. That is more than what doctors get paid.
