Protect those doing government work from being killed in PvP-enabled areas regardless of legality in context

The Parliament of Stratham enacts:

Section 1. Short Title

(1) This is the WORK Act.

Section 2. Commencement

(1) All provisions shall come into effect upon passage.

Section 3. Reasoning

(1) Concern by the DoA about internal workers being killed on the job has sprouted concern for every department that must work outside of safe-zones. This bill will allow government workers to focus on their goals, without the threat of mindless killing. A report with evidence of this may be made to the Department of Justice.

Section 4. Implementation

(1) Assault
(1a) 1st Offense: 150kr fine;
(1b) 2nd Offense: 300kr fine and 5m jail time;
(1c) 3rd Offense: 650kr fine and 10m jail time.

(2) Murder
(2a) 1st Offense: 300kr fine and 5m jail time;
(2b) 2nd Offense: 500kr fine and 10m jail time;
(2c) 3rd Offense: 500kr fine and 15m jail time.
