- Elaboration & Reasoning: Formation of a Penal Code would further develop the DoJ. It would also replace some part our current (somewhat disorganized) law document and be much easier to understand.

I do feel like it's a good idea to separate punishment and law, though, I also feel that a little more needs to be laid out to add this. How would it be organized, who would take lead, and who will be the lead?
