Reintroduce the Employment Office

The Parliament of Stratham enacts:

Section 1. Short Title

1. This Act is the Employment Office Act

Section 2. Commencement

1. Provision(s) shall come into effect upon passage

Section 3. Reasoning

1. Many new players' first question upon joining the server is “How can I make money?” / “Where can I get a job?”. Unless a player online is hiring or knows someone who is there is no concrete answer.
2. There is no place to advertise current jobs in game whilst a player is offline.
3. Businesses are often unnoticed if they are not in a prominent location.
   

Section 4. Ownership and Responsibility

1. The DoE shall be the governing authority of enforcing this act.
   1. This shall include the following
      1. Adding new adverts
      2. Removing old adverts
      3. Tracking player adverts to ensure they do not break limitations
      4. Enforcing punishments
      5. Communicating with DoPA to include it in the Tourguide Tour.
      6. Ensuring the office is easily accessible to new players (near spawn, by a bus stop etc.)

Section 5. Chest Shop Advertising

1. A chest shop is defined as a chest(s) with a sign using the chest shop plug-in to buy and/or sell goods.
2. Must include the following in the advertisement
   1. Product or category of products being sold
   2. Whether the chest shop buys or sells the product (or both)
   3. Location of the chest shop.
      1. This may be limited to the building location or be in as much detail as to state the exact location of the chest.
      2. If coordinates are used this must be in combination with a guide e.g. to the left of the blue building at the University bus stop.

Section 6. Player Advertising

1. Defined as a player or business looking to hire or sell a service.
2. Must include the following in the advertisement
   1. Whether the advert is hiring or selling a service.
      1. Adverts may not contain both hiring and selling of services in the same advert.
      2. If hiring a service
         1. Whether an exam job is required to perform the service
         2. Pay a player can expect, with specified targets e.g. for an area being mined out. This can be a range.
         3. Brief description of job if not already covered by the above.
      3. If selling a service
         1. What the service is
         2. Why a player may need it
         3. Price for service (this can be a range)

Section 7. Limitations

1. Any player may advertise their chest shop business within the employment office as long as they meet the conditions of an active player defined in “The Better Pruning Tax Act”
   1. A /bcseen playtime of 4 hours within the past 30 days.
   2. A /seen date of fewer than 28 days.
2. A player may have no more than 2 advertisements for chest shop advertising.
3. A player may have no more than 3 adverts for player advertising.
4. All advertising rules laid out under previous legislation apply.
5. The DoE Minister may set a limit for the amount of total advert space available. Should this limit be reached, any player who was not able to advertise that month will be given priority provided they still meet the aforementioned requirements.

Section 8. Punishments

1. A player and/or company may be banned temporarily/permanently from advertising and may face further punishment for breaking rules.
2. Punishments are at the discretion of the DoE Minister, however guidelines are set out below.
   1. Players not meeting the active player standards are subject to have their advertisements removed.
   2. Players maliciously attempting to get around limitations are subject to a permanent ban. An appeal may be sent to the DoE minister who can remove this ban at their discretion.
   3. Other active players who break the limitations are subject to a temporary ban of one month for all types of advertisement.

Section 9. Logistics

1. The employment office shall be a physical building. This building shall be either of the following:
   1. A building completely separate from any other business or government entity.
   2. In a separate room where it is made clear that it is completely separate from the building it is contained by
2. Chest shops, players advertisement (selling service) and players advertisement (hiring service) shall all be clearly defined within the office.
3. The office shall be refreshed monthly. This means that all those who wish to advertise in the office will be required to submit a request to the DoE, either on forums or discord, on a monthly basis. There is no way to have an advert in the office for more than one consecutive month without reapplying.
4. The Employment Office shall be included in every type of tour run by the DoPA e.g. short, long and Tony tour.

Section 10. Pricing

1. The DoE Minister shall have authority to decide on the price to charge for the ability

Section 11. Repeal of Conflicting Legislation

1. Any previous legislation that conflicts with this Act is hereby repealed.

Section 12. Final Notes

1. Any advert may include further details within reason, to be decided by the DoE Minster.
2. All adverts must contain a point of contact, either player name or business discord server.
3. DoE Minister may nominate a Senior Member of the DoE to be in charge of the Employment Office on their behalf however this is at the complete discretion of the Minister. Should this action be taken, any and all reference to the DoE Minister in this act also apply to this Senior Member.
