The Parliament of Stratham enacts:

Section 1. Short Title

(1) This Act is the Parliament Replacement Amendments.

Section 2. Commencement

(1) All Provisions shall come into effect upon passage.

Section 3. Reasoning
This amendment will create special elections to fill vacancies in parliament. This is a principle of any democracy and is required to keep the integrity of the institution of Parliament. Since the last term, Parliament has struggled to fill vacancies with qualified and active MPs. This will lower the seats to 7 MPs. This is a must-needed change as parliament has been plagued with loads of inactivity and vacancies. When parliament's seats were expanded to 9 seats, it was meant to be lowered back down to 7 the following term, this did not happen, however. These lowered seats will allow better, more dedicated, and qualified MPs to be elected to Parliament. This is because, with fewer seats, the competition for the seats will increase. With stronger competition, only the best and most deserving will be elected. It is vital we do this to help mend the inactivity that has plagued this government for far too long.

Section 3. Amendments

(1)Legislative Branch: The Parliament

(a)Section 1 | Powers of Parliament

(I) The Legislative Branch is composed of the Parliament which all legislative power is
vested in.
(A) Parliament consists of 7 elected members referred to as Members of Parliament, commonly abbreviated MP.
(B) Members of Parliament are elected to serve for 3 months. Collectively, Members of Parliament are tasked with representing the will of the people.

(b) Section 2 | Election and Replacement of Members of Parliament

(V) In the event, a Member of Parliament resigns from Office or is removed and the Parliamentary seat then becomes vacant, the following process is to be followed;
(A) The Speaker of Parliament will begin the process to fill the vacancy by posting a Member of Parliament expression of interest form in Government Announcements, which the general public may fill in to nominate themselves to fill the vacancy.
(B) After at least 24 hours have passed, the Speaker of Parliament will close the expression of interest document.
(C) A nominee pool will then be created consisting of everyone that received at least 2 nominations in the expression of interest document.
(D) The Speaker will then create a ballot with the nominees for the citizens of Stratham to vote on.
(E) The poll will be open for 24 hours.
(F) Once the poll is closed, the candidate(s) with the highest vote share will be elected into Parliament.
(1) Note that if the Parliament term is 21 days out from the next Parliament election, the seat does not have to be filled.
