At the present moment when you try and use the RegionChecker shovel on a plot you dont have build permission on, the game doesnt tell you what region the block is in. Instead it tells you, you cannot build on that block.
The RegionChecker shouldn't be trying to change the block rather just tell you which regions the block is in. By doing so the region checker will work as intended and make it easier for players to investigate ownership.
