The Parliament of Stratham enacts:
Section 1. Short Title
(1) This Act is the Controlled Substances Act.
Section 2. Commencement
(1) All provisions shall come into effect upon passage.
Section 3. Reasoning
(1) According to The Weed Act, Lumnas root and Docweed have beneficial side effects to users with no negative side effects. Therefore there is no legitimate reason as to why the government must punish users of it for simply not having a card allowing so.
Section 4. Rescinded Bills
(1) Rescind The Weed Act
Section 5. Classification of Substances.
(1) Create the classification of Schedule 0 substances.
(a) Lumnas root and Docweed shall be assigned under the classification of Schedule 0 substances.
(b) It shall be legal for all citizens to possess, use, distribute, and produce these substances.
(2) Create the classification of Schedule 1 substances.
(a) Fireweed, Puffweed, and Badroot shall be assigned under the classification of Schedule 1 substances.
Section 6. Definitions.
(1) Define Possession of Schedule 1 substances as “ The act of possessing any amount of Badroot, Puffweed, or Fireweed.”
(a) Outlaw Possession of Schedule 1 substances.
(2) Define Distribution of Schedule 1 substances as “The act of selling or distributing Schedule 1 substances or possessing schedule 1 substances with the intent to sell or distribute.”
(a) Outlaw Distribution of Schedule 1 substances.
(3) Define Use of Schedule 1 substances as “The act of using schedule 1 substances by means of a smoking pipe.
(a) Outlaw Use of schedule 1 substances.
(4) Define Production of Schedule 1 substances as “The act of producing schedule 1 substances or being in possession of a farm in order to perform such.”
(a) Outlaw Production of Shcedule 1 substances.
(5) Define Trafficking of Schedule 1 substances as “The act of distributing or possessing schedule 1 substances in excess of 27 stacks.”
(a) Outlaw Trafficking of Schedule 1 substances.
Section 7. Punishments
(1) Possession of Schedule 1 substances
(a) 1st offense: Confiscation of drugs and 250kr fine.
(b) 2nd offense: Confiscation of drugs and 450kr fine.
(c) 3rd offense: Confiscation of drugs and 650kr fine.
(2) Distribution of Schedule 1 substances
(a) 1st offense: Confiscation of drugs and 500kr fine.
(b) 2nd offense: Confiscation of drugs and 1000kr fine.
(c) 3rd offense: Confiscation of drugs and 1500kr fine.
(3) Use of Schedule 1 substances
(a) 1st offense: Confiscation of drugs and 200kr fine.
(b) 2nd offense: Confiscation of drugs and 300kr fine.
(c) 3rd offense: Confiscation of drugs and 450kr fine.
(4) Production of Schedule 1 substances
(a) 1st offense: Confiscation of drugs, destruction of farm, 5 minutes jail time, and 750kr fine.
(b) 2nd offense: Confiscation of drugs, destruction of farm, 10 minutes jail time, and 1250kr fine.
(c) 3rd offense: Confiscation of drugs, destruction of farm, 10 minutes jail time, and 2000kr fine.
(5) Trafficking of Schedule 1 substances
(a) 1st offense: Confiscation of drugs, 5 minutes jail time, and 1500kr fine.
(b) 2nd offense: Confiscation of drugs, 10 minutes jail time, and 1750kr fine.
(c) 3rd offense: Confiscation of drugs, 10 minutes jail time, and 2250kr fine.
