Well I think that a monthly tax is reasonable. I can afford to pay that and it wouldn't deplete my entire savings. This also makes an opportunity to have a properly functioning bank system with laws to protect them.

Actually selling remidies is illegal. One of my tasks as a Hospital Sec. Is to make sure stuff like that doesn't happen. This is why a hospital system needs to be set up instead of players just selling cures.

Aside from that I think that it would be a good addition. A few rules would need to be added like no houses can be allowed or only farmhouses can be allowed on the land purchased. Otherwise it would be a cheap way to get claimed land.
