- Reasoning: While the recent lawsuit between Gacha_Salt and xEndeavour was settled peacefully, it still showed a glaring issue regarding the transfer of towns between owners. There were a lot of grey areas in terms of what the contract officially mandated. I suggest that we introduce government regulation to avoid sticky legal situations such as this.
- Bill: In order for ownership of a town to be transferred, there must be an official contact made and signed by those involved. The staff member in charge of transferring the region must review the contract, and request clarification on any vague points. Then, the contract will be officially signed and the transfer will occur. Cabinet must be notified when the transaction is completed.
