Title: Town Distinction Removal and Lexford City Status

Description: The DoCR finds maintaining a separate distinction of settlement to be pointless and restricting of already struggling mayors.
Bill: The Town of Lexford will be given Official City Status and all benefits and deregulation that comes with it. The City of Lexford may choose to maintain the title of "Town" if it wishes to continue doing so, however, the term city in legislation still applies to Lexford.
