- Type of motion: Creation
- Elaboration & Reasoning: Most civilizations agree that water is a basic right, and should be freely available to as many people as possible. Water fountains should be located at every safe zone (spawn, university, all hospitals) and one in every registered town/city square or entrance.
- Other Information: There are two ways to do this:
1. Give the player a water bottle like the one at the police station
2. Add +25% to a player's thirst
