Add an in-game option for vonc hearings

The Parliament of Stratham enacts:

Section 1. Short Title

(1) This Act is The Vonc In-game Trial Option

Section 2. Commencement

(1) All Provisions shall come into effect upon passage

Section 3. Reasoning

Some players have expressed a desire to use the newly created trial room for vonc hearings and other processes. So this bill will provide parliament with the option to do so.

Section 4.

1. The option to hold a vonc hearing must be presented at the start of the process (when the vonc is first presented to parliament) otherwise it will default to the discord format. To initiate an in-game hearing an agreement between both the members of parliament and sop must first take place (simple majority on the decision required). Then the sop will contact the accused official, They then both must agree again on holding the trial in-game and at a specific time.

1. After this the trial will be held at the set time. During the trial, a clerk must be assigned to record every detail of the proceedings that will later be formatted as a report and posted for the public to read. In terms of the actual trial process, it will work similarly to its discord counterpart. Each parliament member will ask individual questions to the accused official and parliament will also collectively present the evidence as to why the vonc was initiated. As for time the meeting will be set to a default of 1 hour but allowed to be shortened or extended with a simple majority of parliament members present and the accused official agreeing to change the time frame.
   
   
2. Finally, the vonc will go back to the default process and a vote following the same requirements will be held on the forums.
