The current Town Expansion bill doesn't give any requirements for towns to expand. This bill will fix that. For towns to expand, they must meet the current requirements (gas stations, pharmacy, etc) laid out for them. All 10-15,000 blocks must be used to their fullest (judged by the DoC), and must have all plots made bought. As towns shouldn't get to expand cheaper than cities, the expansion price should be k4 per block.
