The Weed Act

To provide Stratham with more criminal and drug roleplay aspects.
The Parliament of Stratham enacts:
Section 1. Short Title
(1) This Act is the [The Weed Act].
Section 2. Commencement
(1) All provisions shall come into effect upon passage.
Section 3. Reasoning
(1) Docweed and Lumnas root have multiple potential health benefits to users while having no negative effects.
Section 4. Substance Reform
(1) Rescind “Drug Prohibition Act”
(a) The citizens of Stratham deserve to have the freedom to choose whether to use these medicines and substances or not.
(2) Outlaw the possession, distribution, trafficking and/or use of the following substances: Fireweed, Badroot, Puffweed
(a) Create a Schedule I classification for drugs
(1a) Assign Fireweed, Badroot and Puffweed to the drug classification of Schedule I
(b) These substances have no benefits for any users, thus there is no reason for the government to legitimize the use of these substances
(c) Create a Schedule 0 classification for substances
(1c) Assign Docweed and Lumnas root to the classification of Schedule 0
(2c) These substances have many health benefits to the user such as restored hunger and restored health.
(d) Define trafficking as the bulk production and distribution of Schedule 0 and Schedule I substances in excess of 27 stacks
(3) Establish Schedule 0 card
(a) Creation of a Schedule 0 card
(b) Patients that possess a Schedule 0 card will be permitted to use all Schedule 0 substances
(b) Patients that possess a Schedule 0 carRd will be permitted to possess up to 2 stacks of all Schedule 0 substances
(c) Schedule 0 cards expire every 28 days
(d) Department of Health shall have the complete authority over the distribution of Schedule 0 cards
(4) Outlaw the possession and/or use of Schedule 0 substances without the Schedule 0 cards
(5) Create Dispensary permits
(a) Will expire every 56 days
(b) Businesses will apply for a dispensary permit at discretion of the DoE
(c) The Department of Economy shall have the complete authority over the distribution of Dispensary permits.
(d) A Dispensary permit shall grant a business the authority to produce, distribute and possess up to 54 stacks of Schedule 0 substances.
(6) Punishments
(a) Punishment for possession of Schedule I drugs
(1a) 1st offense: Confiscation of drugs and 250kr fine.
(2a) 2nd offense: Confiscation of drugs and 450kr fine.
(3a) 3rd offense: Confiscation of drugs and 650kr fine.
(b) Punishment for distribution of Schedule I drugs
(1b) 1st offense: Confiscation of drugs and 500kr fine.
(2b) 2nd offense: Confiscation of drugs and 1000kr fine.
(3b) 3rd offense: Confiscation of drugs and 1500kr fine.
(c) Punishment for use of Schedule I drugs
(1c) 1st offense: Confiscation of drugs and 200kr fine.
(2c) 2nd offense: Confiscation of drugs and 300kr fine.
(3c) 3rd offense: Confiscation of drugs and 450kr fine.
(d) Punishment for possession of Schedule 0 substances without Schedule 0 card
(1d) 1st offense: Confiscation of substance and 200 kr fine.
(2d) 2nd offense: Confiscation of substance and 300 kr fine.
(3d) 3rd offense: Confiscation of substance and 450 kr fine.
(e) Punishment for distribution of Schedule 0 substances
(1e) 1st offense: Confiscation of substance and 500 kr fine.
(2e) 2nd offense: Confiscation of substance and 750 kr fine.
(3e) 3rd offense: Confiscation of substance and 1000 kr fine.
(f) Punishment for use of Schedule 0 substances without Schedule 0 card
(1f) 1st offense: Confiscation of substance and 200 kr fine.
(2f) 2nd offense: Confiscation of substance and 300 kr fine.
(3f) 3rd offense: Confiscation of substance and 400 kr fine.
(g) Punishment for production of Schedule I drugs
(1g) 1st offense: Confiscation of drugs, destruction of farm, 5 minutes jail time and 750kr fine.
(2g) 2nd offense: Confiscation of drugs, destruction of farm, 10 minutes jail time and 1250kr fine.
(3g) 3rd offense: Confiscation of drugs, destruction of farm, 10 minutes jail time and 2000kr fine.
(h) Punishment for production of Schedule 0 substances without Dispensary permit
(1h) 1st offense: Confiscation of substances, destruction of farm, 5 minutes jail time and 750kr fine.
(2h) 2nd offense:Confiscation of substances, destruction of farm, 10 minutes jail time and 1250kr fine.
(3h) 3rd offense: Confiscation of substances, destruction of farm, 10 minutes jail time and 2000kr fine.
(i) Punishment for trafficking of Schedule I substances
(1h) 1st offense: Confiscation of drugs,5 minutes jail time and 1500kr fine.
(2h) 2nd offense: Confiscation of drugs,10 minutes jail time and 1750kr fine.
(3h) 3rd offense: Confiscation of drugs,10 minutes jail time and 2250kr fine.
(j) Punishment for trafficking of Schedule 0 substances
(1h) 1st offense: Confiscation of substances, 5 minutes jail time and 1500kr fine.
(2h) 2nd offense: Confiscation of substances, 10 minutes jail time and 1750kr fine.
