The New Standing Orders Act

Give the Speaker of Parliament power to set guidelines/policies Members of Parliament (MP's) will have to follow during the duration of their term.

The Parliament of Stratham enacts:

Section 1. Short Title

(1) This Act is the SO Act.

Section 2. Commencement

(1) All provisions shall come into effect upon passage of this bill.

Section 3. Reasoning

(1) There are currently no set guidelines of what MP's are expected to do throughout their term. The constitution gives Parliament the power to create bills, etc., but does not explain what they are expected to do. This will allow Speakers of Parliament to set guidelines at their discretion of what feels right.

Section 4. Procedures

(1) When adding/changing Parliament guidelines/policies, you must go through the following procedures:
(a) The Speaker of Parliament will announce the proposed guideline/policy addition/edit to be voted on by parliament.
(b) If the guideline/policy proposal reaches majority vote, the Speaker of Parliament will then announce it passed.
(c) The Speaker of Parliament will lastly add/change the guideline/policy in the #policies channel of the Parliament discord server.

Section 5. Limitations

(1) The Speaker of Parliament is limited when adding/changing guidelines/policies.
(a) The guideline/policy must be constitutional in order to be put into play.
(b) The guideline/policy must have passed parliament vote with majority reached.
