- Bill: This Bill will bring into creation 3 legal terms with the following definition:
A preponderance of the Evidence: When this term is used, this means that the level of proof required is that the claim could be true.
Clear and Convincing Evidence: When this term is used, it means that the level of proof required is that something must be more likely to be true than not true.
Beyond a Reasonable Doubt: When this term is used, it means that the level of proof required is something that must be true.

This bill doesn't really change anything, so I don't really see the need of it. It can just be used as a personal guide shared between the judges on what kind of vocabulary to use rather than making it official/mandatory.
