To

Ensure that there are enough Members of the Department of Justice qualified and willful to preside as a Judge or other Judicial Staff.

The Council of Stratham enacts:

Section 1. Short title

(1) This Act is the Mandatory Appointment of Judges & Judicial Staff

Section 2. Commencement

(1) All provisions shall come into effect upon passage.

Section 3. Reasoning

(1) The reasoning for this bill is to ensure that the backlog of Pending Civil and Criminal Cases does not exceed a certain Time-Frame and/or amount. Currently, at the writing of this bill, there is one (1) Judge, with approximately 6 Pending Civil Cases, and an unknown amount of criminal cases.

Section 4. Mandatory Number of Active Judges

(1) There must be at least 1 active judge at all times presiding over the courts.
(a) Active is defined as holding a playtime of 6 hours in the past 30 days and/or delivering a verdict in at least 1 (one) court case within the same timeframe. If no active court cases are pending this requirement is void.

(2) Appointment of new Judges must follow the procedures outline in the Constitution and/or any proceeding Acts and Bills.

Section 5. Time-Frame for Active Court Cases

(1) As is a citizen's right to a fair and speedy trial, allowing months to pass for a single court case is unacceptable. This section hereby empowers the DOJ to set reasonable limits to Civil Cases in regards to inactivity. Cases may be closed and/or decided by a majority council vote.
(a) A majority council vote is defined as more council members voting in favor of one side or the other. If there is no clear majority the trial ends in a Mistrial.

(2) Reasonable Limits that the DoJ enacts must be approved by a majority vote of the Council.
