The Parliament of Stratham Enacts;

Section I. Act Name​


1. This act is the Federal Tax Act.

Section II. Commencement​


1. All provisions of this act are to be effective immediately after passage by the Parliament of Stratham.
2. In cases of conflicts with previous legislation regarding the topics covered by this Act, this Act is to take precedence.

Section III. Reasoning​


1. The Republic of Stratham has expressed extreme discontent with the levying of unfair and predatory tax rates. As it stands, the government of Stratham has no official process for approving the levying of taxes on its citizens, this bill aims to address that concern by creating an official and fair process for the levying of taxes by the government. This bill will require the Parliament of Stratham to approve all tax plans proposed by the Department of Economy with a simple majority vote in order to ensure that the citizens’ interests are fairly represented within any tax plan.

Section IV. Constitutional Amendment 1​


1. An addition to section one, subsection one, as follows:

Old Text:
(I) The Legislative Branch is composed of the Parliament which all legislative power is vested in.

(A) Parliament consists of 7 elected members referred to as Members of Parliament (commonly abbreviated as MPs).
(B) Members of Parliament are elected to serve for 2 months. Members of Parliament are collectively tasked with representing the people's will

(II) The Parliament;
(A) Is responsible for creating, amending, and removing laws as well as server rules that fall under the Government’s oversight,
(B) Is responsible for confirming or denying Prime Ministerial nominations for Cabinet and Judicial Positions,
(C) May amend the constitution through a Constitutional Amendment,
(D) May create, amend, and remove government departments & their powers as well as the positions within them. This can only be done through a constitutional amendment,
(E) May override an Executive Order, commonly abbreviated EO, made by the Prime Minister with a supermajority (2/3rds, rounded up) vote in favor of overriding,
(F) May override a prime ministerial veto with a supermajority (2/3rds, rounded up) vote after 48 hours of the veto if the vetoed bill is not a constitutional amendment,
(G) May remove the Deputy Prime Minister, Ministers, and Judges via a vote of no confidence, which requires a supermajority (2/3rds, rounded up) to pass,
(H) May remove the Prime Minister via a supermajority (3/4ths, rounded up) vote of no confidence,
(I) May appropriate Government funds to be allocated for specific purposes which can be done through a bill,
(J) May not give itself power over or take powers away from other branches of government,
(K) May not override a veto on Constitutional Amendments.

Section V. Constitutional Amendment 2​

1. An addition to section one, subsection four, as follows:

(VI) The process of Parliament approving and levying federal taxes is as follows:
(A) The Department of Economy will create a report which includes the following:
  1. The proposed rate/s of taxation
  2. How the taxation will be applied
  3. Who the taxation will be applied to
  4. The benefits and/or need of the proposed taxation
  5. A detailed accounting of the government’s expenditures for the current term
(B) Once the report has been approved by the Prime Minister, it will be published for public viewing in #gov-announcements and sent to Parliament for review.
(C) After a period of twenty-four (24) hours, Parliament must hold a vote regarding the proposed taxation.
(D) Voting will close after a period of twenty-four (24) hours has elapsed. In order for the proposed taxation to pass, it must have support from the majority of Parliament (4/7 votes). If the proposed taxation fails to achieve a majority, it will be rejected and sent back to the Department of Economy Minister to undergo the review and editing.
(E) Once passed, the proposed taxation will be put to Prime Ministerial assent or veto. If given assent, the proposed taxes and their rates are able to be levied by the government.

Section VI. Constitutional Amendment 3​


1. An amendment to section two, subsection three, as follows:

Old Text:
(C) Department of Economy, commonly abbreviated DoE, is responsible for the overall performance of the economy, including government shops, business grants, jobs, exams, guides, as well as the fiscal and monetary policies of the government. The department consists of Economy Secretaries, Labor Officers, and Analysts.

New Text:
(C) Department of Economy, commonly abbreviated DoE, is responsible for the overall performance of the economy, including government shops, business grants, jobs, exams, the fiscal and monetary policies of the government as well as formation of tax policies, which may be enacted with parliamentary approval.. The department consists of Economy Secretaries, Labor Officers, and Analysts.
