Title: Farmland Grief

Reasoning: Some players recently intentionally griefed the farming district to put more work on the DoA to repair them in order for them to be transition to rent regions. This puts more work on the DoA and slows down the efficiency of both the transition right now and puts future renters at a disadvantage.
Bill: Griefing farming district regions will be outlawed. Players will be unable to break the seeds or water sources in the farming district regions. Doing so will result in these punishments:
1st Offense:
k250 fine, 5m jail time
2nd Offense:
K500 fine, 10m jail time
3rd Offense
K750 fine, 15m jail time
Fines increase by k250 and jail time of 5m with each offense past the 3rd.
