Formally establish the Stratham Census Bureau as an entity under the jurisdiction of the Department of State

The Parliament of Stratham enacts:

Section 1. Short Title

(1) This Act is the Census Act.

Section 2. Commencement

(1) All provision(s) shall come into effect upon passage

Section 3. Purpose and Reasoning

(1) Section 1.4d of the Constitution states that it is the responsibility of the Department of State to conduct surveys and polls. This function has unfortunately not been very thoroughly realized.

(2) Regular collection and publication of data serves to benefit the quality of decision making within the government.

Section 4. Establishment

(1) The Stratham Census Bureau is to be established as a government agency under the jurisdiction of the Department of State

(2) The Stratham Census Bureau will be operated by a team of Census Directors who will serve at the pleasure of the Minister of State as employees of the Department of State, the same as State Secretaries do.

Section 5. Responsibilities

(1) The Stratham Census Bureau will be responsible for the collection of data through surveying, polling, and other means.
  1. Collected data categories may include but not be limited to the following:
    1. Economic Data (Obtained through surveys; /baltop)
    2. Player Feedback Data (Obtained through surveys)
    3. Server Activity Data (Obtained through regular polling of player counts and analyzing against possible factors)
    4. Any other relevant data as dictated by the discretion of the Census Bureau
(2) The Stratham Census Bureau will be responsible for analyzing collected data
  1. Census Directors will be responsible for identifying trends within longitudinal data
  2. Census Directors will be responsible for identifying possible causations and factors leading to apparent outliers within data samples
(3) The Stratham Census Bureau will be responsible for publishing the data and inferences made about it publicly in regular Census Publications
  1. Census Publications will be posted on a subsection of the DoS subforum titled “Census Bureau”
  2. Census Publications will be posted no less than once per month
  3. The Census Bureau may choose to withhold data to protect user anonymity. For example, usernames attached to survey responses may be excluded from Census Publications.
