Title: Abusing 911

Elaboration & Reasoning: So, player's tend to abuse 911 and there's a gray area for PO of when they should start fining the player.
'If a player abusing 911 (by making 'prank calls' or simply wastes PO's time by calling for something that should be a staff matter), then punishment will be as followed:
First offense: Verbal Warning
Second offense: k20 fine per call
Third offense: k40 fine per call + 15 minutes of jail time'
Other information: I'm open for suggestions.
