Pretty sure this has been suggested before and deemed unnecessary, plus imo this issue could be solved with revamping the bus system to be more intuitive for new players. (That being said, a metro would be pretty dope.)

To be honest I didn't even really consider staff generally having a higher level of maturity and the 24 hour period is really long. Now I'm starting to second guess this suggestion because it retrospect it is pretty unnecessary.

The building could be designated by the purpose of the majority of rental units in it.(if there are 5 offices and 4 apartments, it'd be an office building.)

I agree I think that this would add a lot of realism especialy for resturaunts and other businesses that involve sitting.

I was thinking that they could be implemented around the existing buildings and when they change in the future they would follow the districts the land is in.
